Computer Engineer and Diploma in computer science (systems speciality) from the University of Extremadura, specializing in the areas of applied telematics engineering and advanced communications. I also have extensive training regarding ICT governance and direction, project, portfolio and program management and management of R&D&i by means of public/private partnership. I have extensive experience in the private and public sector as ICT advisor/consultant for government agencies at all levels, and as external R&D project evaluator. And I am also a certified researcher in continuous collaboration with international organizations including the IETF, ISOC or JoinUp. As result of this work have published dozens of articles in national and international journals, books, workshops and presentations at conferences and congresses. I have taught at Masters, at universities and graduate courses. I complete my experience dealing with many positions and memberships in various organizations and committees, and acting as a court expert in computer issues.
My specialities are: planning, tracking, monitoring and safe delivery of large projects. Mainly ICT projects. Resource management, stakeholder management, budget management, risk management and bid management. Experienced in developing and implementing methodology, as well as the design, launch and management of project management office (PMO). I am passionate about leading teams.
